Resources for Indian webmasters
I would like to bring to light, especially for the Indian Webmasters, some resources that they could use to make their SEO efforts better/cleaner.
Google Webmaster Guidelines

These are the guidelines provided by Google to webmasters, to help find, index,and rank their websites better.
Google Webmaster Central

This is a central resources for all the tools that Google provides for webmasters. Included in here are ways to submit your sitemap to Google, analyze your visitors, your indexing in Google, etc. Very useful, for everyone from small website owners to SEOs with big clients.
Official Google Webmaster Central Blog

The Official Google blog, that talks on areas/topics concerned to Webmastery ! Its on my Feed reader, and if you are a webmaster I suggest you have it too. Its also interesting to go look at previous topics. I always learn something new every time I read them.

This is the forum where all the webmasters around the world hang out, and discuss about the nuisances of the art of being a successful webmaster. This is also the place where you could ask questions and get super answers from fellow webmasters as well as Google experts. My favorite amongst all the other resources.
Using Google Webmaster Central, you could also report any spam that you come across. You could also use the Report Spam page to report any spam that you find in the Google search results. Although I would suggest everyone to use Google Webmaster Central to report anything (since its the authenticated way of doing it), I think the non authenticated way is fine as well, if you would like to report anything on the fly, without having to login.
And then there are a lot of experienced SEOs in India, who can give their opinions and share their knowledge, if you politely drop them an email. It shouldn’t be too difficult to find their blogs/websites either, by doing a few Google searches.
